Government Enhances Digital Governance and Pilgrim Welfare for Haj 2026

The Government of India has undertaken a series of digital initiatives and welfare measures to improve the management of the Haj pilgrimage for Indian pilgrims during Haj 2026. The reforms span the entire pilgrim journey — from application and selection in India, through travel and accommodation in the Kingdom of Saudi Arabia, to grievance redressal and emergency assistance on the ground.

The details were placed before Parliament by Union Minister of Minority Affairs Shri Kiren Rijiju in a written reply in the Rajya Sabha on 22 July 2026.

Digital Governance Initiatives for Haj 2026

The Ministry of Minority Affairs has moved most of the Haj administration onto digital rails, reducing paperwork, shortening processing times and cutting down the number of physical visits a pilgrim must make to State and UT Haj Committees.

Haj Suvidha App 2.0

The Ministry has launched Haj Suvidha App 2.0, an enhanced digital platform that gives pilgrims end-to-end information and services relating to their Haj journey. Through the app, pilgrims can access:

  • Travel schedules and flight details
  • Accommodation details
  • Baggage information
  • Emergency contacts and an SOS facility
  • Health-related information
  • Important advisories issued during the pilgrimage
  • Grievance registration and tracking

By consolidating these services in one place, the app improves both communication and service delivery. Pilgrims can register a grievance and then track it through to resolution within the same platform, which supports timely redressal and accountability.

Online Haj Application and Computerised Selection

The Haj application process is conducted entirely through an online portal and the Haj Suvidha App. Where the number of applicants exceeds the available quota, the selection of pilgrims is carried out through a transparent, computerised process, ensuring both efficiency and transparency in how places are allocated.

Online Payment System

Pilgrims can make all Haj-related payments through secure online payment modes. This facilitates timely and convenient financial transactions and removes the need for pilgrims to make payments in person.

Online Flight Selection

Pilgrims are provided with the facility to indicate their preferred flight dates and timings through the online system, subject to operational feasibility. This improves convenience and allows pilgrims and their families to plan travel around personal and work commitments.

Digital Submission of Passports

The requirement for physical submission of passports has been dispensed with. Pilgrims can now submit passport details digitally. This is one of the more significant procedural reforms, as it reduces paperwork, shortens processing time, and removes the need for repeated visits to State and UT Haj Committees — a particular relief for applicants living far from committee offices.

Digital Accommodation and Pilgrim Information

Details relating to accommodation, flight details and other pilgrim-specific services are made available digitally through the Haj Suvidha App and the online Haj portal, enabling pilgrims to access their own information conveniently and at any time.

Pilgrim Welfare Measures for Haj 2026

Alongside the digital reforms, the Government has taken several measures to enhance the welfare of Indian Haj pilgrims, particularly in healthcare, accommodation, transportation and emergency assistance.

Improved Accommodation in Makkah and Mina

Hotel-style accommodation has been arranged for Indian Haj pilgrims in Makkah for Haj 2026, with improved amenities and services.

In the Mina camps, the traditional accommodation arrangements have been upgraded by providing sofa-cum-beds. This ensures greater comfort for pilgrims while making better use of the limited space available in the camps — an important consideration given the density of accommodation during the days of Haj at Mina.

Medical Infrastructure in the Kingdom of Saudi Arabia

Clinics, medical centres and dispensaries are established at key pilgrimage locations to provide medical services to Indian Haj pilgrims throughout the Haj period. The Government deputes qualified doctors, paramedics and other medical personnel to the Kingdom of Saudi Arabia to provide medical assistance to Indian pilgrims for the duration of the pilgrimage.

Comprehensive Insurance Coverage

Every Haj pilgrim is covered under a comprehensive insurance scheme providing coverage of up to Rs 6.25 lakh. The scheme offers financial protection against unforeseen contingencies during the pilgrimage.

Improved Transportation via High-Speed Rail

Indian Haj pilgrims are facilitated to travel between Makkah and Madinah using the High-Speed Rail. This significantly reduces travel time between the two cities compared with road transport, and enhances both safety and convenience for pilgrims.

Special Facilitation for Vulnerable Pilgrims

Pilgrims aged 65 years and above are required to be accompanied by a companion. This ensures that older pilgrims have adequate support and assistance available to them throughout the pilgrimage.

For applicants in smaller towns and rural districts, the removal of physical passport submission in particular cuts out repeated travel to State or UT Haj Committee offices.

The welfare measures address the pilgrim's experience on the ground in Saudi Arabia — better accommodation in Makkah and Mina, faster and safer travel between the two holy cities, medical support staffed by Indian personnel, and a financial safety net through insurance cover.
